There are various ways to construct a Chicago storm sewer system, but most of them involve the use of catch basins, trenches, or drains that collect runoff and channel it to the sewer line. Grates over the entrances to these
components prevent large pieces of debris from entering the storm sewer, but smaller pieces often flow through the grates. Large pieces of debris can block the grates, impeding or stopping the flow of water. Some systems feature sumps that trap debris between the grate and the sewer. Over time, sumps can fill up with debris, allowing water to back up onto the surrounding pavement.
Puddles of water can accelerate the deterioration of the pavement, and if the water reaches the base layers, it can erode them. Destabilized base layers lead to additional pavement damage. Furthermore, if water
pools around grates, it can damage the mortar around or supporting the grates. In addition to pavement damage, a collapsed grate could injure pedestrians or damage vehicles. Debris enters through the opening, potentially blocking the sewer and making any existing problems worse.
One potential problem that is often overlooked is the presence of vegetation near the sewer. Many trees and shrubs have roots that are capable of penetrating the sewer system. These roots can continue to expand until
they completely block the entire system. Since the flow of water is halted, the water will accumulate on top of the pavement instead of being carried safely away.
